This study aims to determine the effect of the quality of human resources, education and training, and the availability of village assistants on the effectiveness of human resources. This research was conducted in all villages in Taebenu District, Kupang Regency. The respondents of this study were the village head, village secretary, village finance officer, and the head of the section, totaling 32 officers. Sampling in this study was conducted by purposive sampling. The research method used is quantitative, with data collection techniques using questionnaires. The results of this study indicate: the quality of human resources has an influence on the effectiveness of the village financial system; education and training have an influence on the effectiveness of the village financial system; and the availability of village assistants does not affect the effectiveness of the village financial system. The Kupang Regency Government is expected to hold education and training on the use of Siskeudes on a regular basis so as to increase the effectiveness of the village financial system, and village officials are also expected to always follow the education and training programs held by the Kupang Regency Government so that they can have and improve their ability to operate the financial system. villages and use the village financial system more effectively.
