Implementation of the Right to the Primary Health Care Integration Program at Community Health Centers
A Case Study at Community Health Centers in Boalemo Regency

Law No. 17 of 2023 emphasizes the responsibilities of the central government, regional governments, and villages in providing primary health care services through community health centers (Puskesmas). To strengthen this function, the Primary Health Care Integration Program (PHSI) was launched, focusing on life cycle-based services and increasing promotional and preventive efforts at the village and hamlet levels. This study aims to analyze the regulations, implementation, challenges, and efforts to fulfill the right to health in the PHSI program based on four indicators: availability, affordability, acceptability, and quality. Using empirical legal methods with a qualitative approach, data were obtained from interviews with Puskesmas, the Health Office, and service users in Boalemo Regency. The results show that the legal basis for PHSI is regulated in the 1945 Constitution, Law No. 17 of 2023, Government Regulation No. 28 of 2024, Minister of Health Regulation No. 19 of 2024, and Minister of Health Decree No. 01.07/MENKES/2015/2023. The main obstacles to implementation include limited facilities, health workers, funding, coordination, and the absence of local regulations. Recommended efforts include optimizing capitation funds, policy advocacy, strengthening cross-sector coordination, and drafting local regulations.
