This study aims to analyze the effect of Training Utilization on Innovative Work Behavior through the mediating role of Work Engagement among employees at the Ministry of Religious Affairs Office in Banyuwangi Regency. The study employs a quantitative approach in the form of explanatory research. A sample of 97 employees was selected using proportional random sampling. Data were collected via a questionnaire and analyzed using the Partial Least Squares (PLS) method. The results indicate that Training Utilization does not have a significant effect on Innovative Work Behavior. However, Training Utilization has a positive and significant effect on Work Engagement, and Work Engagement has a positive and significant effect on Innovative Work Behavior. Furthermore, Work Engagement was found to significantly mediate the effect of Training Utilization on Innovative Work Behavior. These findings confirm that enhancing innovative work behavior in the public bureaucracy requires more than just the utilization of training outcomes; it also necessitates high work engagement as a psychological mechanism that fosters innovation among employees.
